GAINESVILLE, Texas — The Greater Texoma Utility Authority is taking sealed bids through July 29 for about 1,100 feet of new water line on Clements Street in Gainesville, a project tied to Texas Water Development Board funding.
GTUA is soliciting the work on behalf of the city under KHA Project No. 061042077. The invitation to bid says electronic bids will be received on CivCast until 2 p.m. local time Wednesday, July 29, 2026, then opened online and read aloud by audio conference.
What the project includes
The work is described as installing about 1,100 linear feet of C-900 DR-18 PVC water line by open cut, plus related appurtenances and surface restoration shown in the plans and specifications. Bid documents are available for review without charge on CivCast. No pre-bid conference is scheduled.
Bidders must be licensed general contractors under state law. Each bid must include a 5% bid security by cash, cashier’s check or bid bond. The successful bidder will have to provide performance and payment bonds. The invitation also requires compliance with U.S. Iron and Steel provisions and says any award is contingent on release of funds from the Texas Water Development Board.
How the bid will be handled
Bids are to remain irrevocable for 90 days after opening, except as required by law. GTUA and the city reserve the right to accept or reject any or all bids and to waive informalities.
The invitation was advertised July 7 and July 14, 2026. GTUA lists the Clements Street packet among its current bid documents at gtua.org/bid-packets.
