LAKE KIOWA, Texas — The Lake Kiowa Special Utility District has received approval for $8,015,000 in state financial assistance for planning, designing and constructing water system improvements.
The Texas Water Development Board approved the funding from the Texas Water Development Fund at its September meeting. The financial assistance will support critical infrastructure upgrades to ensure reliable water service for the Lake Kiowa community.
Lake Kiowa Special Utility District began Phase 5 of its water-line replacement project in May, contracting with engineering firm CobbFendley to perform design work. The multi-phase project addresses aging infrastructure throughout the community.
Water system improvements typically include replacing old pipes, upgrading pumping stations, improving water storage capacity and enhancing treatment facilities. These investments help prevent service interruptions, reduce water loss from leaks and ensure compliance with state drinking water standards.
The Texas Water Development Board provides low-interest loans and grants to water suppliers across the state for infrastructure projects. The agency prioritizes projects that address urgent needs, serve disadvantaged communities or improve water conservation.
Lake Kiowa is a master-planned community in Cooke County encompassing approximately 2,934 residents. The community features a private lake, golf course and extensive amenities, with homes and lots arranged around the lake and recreational facilities.
The special utility district is responsible for providing water and wastewater services to Lake Kiowa residents. Like many water systems built several decades ago, Lake Kiowa's infrastructure requires ongoing maintenance and replacement to remain reliable.
Phase 5 of the water-line replacement project represents continued progress on a multi-year infrastructure improvement plan. Previous phases addressed critical sections of the water distribution system, with each phase building on the work completed earlier.
CobbFendley, the engineering firm hired for the project, specializes in infrastructure design and has completed water system projects throughout Texas. The firm will develop construction plans and specifications for the water line improvements.
The $8 million in state funding significantly reduces the financial burden on Lake Kiowa residents. Without state assistance, the district would need to fund the entire project through rate increases or bond issues paid by local property owners.
Construction timelines for the water system improvements will be determined once engineering design work is complete. The district will coordinate construction to minimize service disruptions and inconvenience to residents.
Lake Kiowa has experienced steady population growth in recent years, with the 2025 population representing a 21.34% increase since the 2020 census. The infrastructure improvements will support both current residents and future growth.
The community is almost fully built out, with all developer-owned lots sold as of 2017. Remaining vacant lots are privately owned, and the focus has shifted from new development to maintaining and improving existing infrastructure.
Water infrastructure projects typically require months or years to complete, depending on the scope of work. Lake Kiowa residents can expect the Phase 5 improvements to proceed in stages, with the district providing regular updates on construction progress.
